I think it may be American, from context on Esperanto.

This really doesn't belong on its own page... it should be redirected to U.S. Foreign Service Language Fluency Levels (or something similar -- does this system have an official name), and FSL 1 and 2 and however many others there are should be included there as well... -- SJK
